Second package design. All figures available in the cover flap style package were later re-released in the flapless window box package.

Slated to be a part of the final series of General Purpose E-Frames, this unreleased figure appears to have never made it past Toy Fair and catalog appearances. One or two prototypes surely exist, but there are no known retail samples.
